Civil case against town moved to federal court

Fitch, 7B Judicial District, was within his authority when he issued an order last month that mandates that personnel grievances in the Kill Devil Hills Police Department be sent directly to Superior Court Judge Jerry Tillett of the 1st Judicial District, which includes Dare County.
